A fault with the Power Tower saw riders, aged between nine and 60, stranded in the air at 70ft.
The BBC reports that firefighters used an aerial platform to rescue the riders.
Hull Fair apologised and said it was a computer glitch which caused the automatic brakes to activate.

Humberside Police said there were no injuries.
On Saturday, Hull City Council told PA that "an agreement has been made between the council and the ride owner that it will not reopen today", adding: "The owner is conducting thorough and rigorous tests to find the cause of the computer system failure."
Phil Leake, incident commander for Humberside Fire and Rescue Service, praised those stuck on the ride for being "extremely calm" and "extremely patient".
