The incident which was captured on camera shows begins with the cyclist cruising along before a silver Toyota Yaris pulls out slightly in his path.
The male cyclist shouts: "Hey, look, f***wit, get off your f***ing phone."
He repeats "get off your f***ing phone" several times in an outraged loud voice, as the woman moves her Toyota back into its initial parking spot.
The angry man says "call the police, triple zero now please, she's on her phone while she's driving" in the direction of a passerby who has stopped to watch the commotion.

He then screams at the woman: "You're on your phone, which is illegal while you're driving."
The woman, who has a young child in the back of her vehicle, tries to defend herself and says: "I'm not going."
But it only seems to anger him more, and he erupts saying: "I'm filming you, I'm reporting you to the police, you're a dangerous driver."
Going absolutely berserk, the cyclist then calls her a "f***ing moron".
The woman tells him to call the police and insists she is staying put.

Another man walking by comes and asks the raging man to calm down.
But he does not back down and says "she could have killed me" before urging bystanders to phone the police.
A bystander says: "What you just did is a criminal offence- you kicked the front of her car."
But the cyclist claims he wants the woman arrested and says it was 'self defence'.
The video ends with the male bystander saying: "Call the police but we have a number of witnesses who just witnessed you kicking the front of an old woman's car and yelling in her face."
