Russia has been banned from competing at the 2018 Winter Olympics.
However, its athletes can compete under a neutral flag, the IOC announced on Tuesday.
The decision comes after allegations of Russian state-sponsored doping at the 2014 Winter Games in Sochi.
Next year's Winter Olympics will take place in Pyeongchang in South Korea, and Russian athletes who can prove that they are clean will be invited to take part as an independent team.
IOC president Thomas Bach says that he hopes that this will "draw a line under the issue" of Russian doping, which also hit the 2016 Summer Games in Rio.
Russia has always denied that it backed drugs cheats.
