California Chrome - the highest-rated horse in the world - had been odds-on favourite in a field of 10 for the $6 million race on Saturday, having won six consecutive races.
And the five-year-old superstar appeared on track to claim the lucrative meeting, setting the pace and pulling clear down the stretch at Santa Anita Park in California.
But Arrogate refused to surrender, charging from the outside and powering past California Chrome in jockey Mike Smith's 25th Breeders' Cup win.
Keen Ice finished third, ahead of Hoppertunity and Melatonin.
