The most congested roads in the UK

Figures from the Department for Transport have revealed that in the morning rush hour, the average speed on all the UK's A-roads is 24.9 miles an hour. This, on the face of it, isn't too terrible. Given that these roads carry about half of all morning rush hour traffic, it would seem to reveal a picture of relative calm across the country on the trip to work.

However, the average figure obscures some truly terrible speeds. So where are the most congested roads, and where are the least congested ones?
