City to add Deer Creek, Indian Woods to sewer

Oct. 16—The city of Crossville will extend sewer service to two developments outside the city limits, Indian Woods Village in Tansi and Deer Creek.

"This is the same concept that we went through with Golf Course Town Homes," said Tim Begley, city engineer.

The city agreed to extended sewer service to Golf Court Town Homes in 2020 when the 30-unit condominium development's septic system failed. At that time, the Lake Tansi Property Owners Association, which owns a small sewer system to serve its amenities and a few homes, said it lacked capacity to add the development to its sewer.

A connection was established to an existing sewer line serving Brown Elementary, which the city owns. Condo owners were responsible for the cost, estimated at $15,000 per unit, to be paid over 10 years.

There are 28 units in Indian Woods Village. They have used a septic system for 42 years, but the system has reached its lifespan.

Cost of the project is estimated at $33,050, including a capacity fee of $1,000 per unit, and a commercial tap for the complex. The project must also be approved by South Cumberland Utility District, which is the utility provider for the area. The condo property owners association will pay for the design, installation and maintenance of a pumping station, which must be approved by the city.

In Deer Creek, 19 residences are impacted by the need for sewer. Eleven homes currently use a private gray water sewer treatment facility. The city sewer connection will require a modification of the gray water permit, and the Deer Creek homeowners association will retain ownership and responsibility for that system.

Total cost of the Deer Creek connection is estimated at $22,550, based on an earlier estimate of 16 residences. That includes a $1,000 capacity fee for each residence and a $2,000 commercial tap fee for the homeowners association.

Sewer customers must also pay a monthly sewer bill, currently $11.31 per 1,000 gallons used. South Cumberland Utility District will provide a usage report for those residences while the city is the water provider for Deer Creek.

Both projects were unanimously approved by the city council, which stipulated the connections must be completed within one calendar year from approval.

In other business, the council approved the following:

—Five-year lease of the Snodgrass Building on Thurman Ave. at Fourth St. to Downtown Crossville Inc. The organization pays $100 a month for the lease and is responsible for utility payments

—Final change order adding $15,200 to the contract for tree removal around Crossville Memorial Airport. An additional 21 trees had to be trimmed to remove flight obstructions in the area

—Purchase of six 2024 Dodge Charger police vehicles for the Crossville Police Department at a cost of $47,838.25 each. This was a budgeted expense

—Approved variances for a site plan at Ledford Development Phase 1, to include a hammer-head turn-around and reduce the entrances from two to one
