The blast happened at an alumni function outside a college in Chandigarh city, the capital of northern Indian states of Punjab and Haryana.
The injured people - former students - were rushed to Government Medical College and Hospital in Chandigarh where they remain in a stable condition.
There's some confusion over what was used to fill the balloons. Some reports claim it was nitrogen (which is used widely for fire suppression); while others say it was acetylene, which is used in welding.
