According to the Guardian, the aircraft exploded into flames as it crashed.

Vasily Golubev, governor of the Rostov region, said the plane crashed about 250 metres short of the runway.

Golubev said: "The cause of the air crash was the strongly gusting wind, approaching a hurricane level."

CEO of FlyDubai, Ghaith Al Ghaith, said there were no distress calls made.

"We cannot go on speculations," he said. "This investigation will take time. Before we commit and say anything we have to be 100% sure."

Gulf News reports that the confirmed nationalities of those on board were 44 Russians, eight Ukrainians, two Indians and one Uzbekistani.

"Everyone in our company is in deep shocked. Our hearts go out to all those love ones involved," added Al Ghaith.
