The Fixer: unexplained car hire charges

Dear Fixer,
I hired a car with Hertz from Leonardo da Vinci airport in Rome on September 11 last year. I paid far more than expected, and this month there are four extra charges on my credit card of €42.70 each.
I returned the car early without damage and I doubt that I committed any traffic offences as the car spent most of the time in private parking.
I have tried calling Hertz, but no one answers. I would appreciate it if you could find out why I incurred the extra charges.

Dear Mr Bamber,
After reviewing your case, Hertz said that the extra charges relate to administration fees on four traffic violations incurred during your rental.
The violations were reported separately by local authorities, which is why you received four charges of €42.70.
The car hire firm has now refunded one of these fees as a gesture of goodwill, and has sent you the contact details of the local authorities concerned so that you can challenge the violation reports if you wish.
Hertz said: "We have contacted the customer to explain this in detail and have sent him the documents – with the authorities' contact details.
"In accordance with Hertz's terms and conditions, we provided the authorities with Mr Bamber's contact information and billed him directly for the mandatory administration fee.
"As these four notifications were received individually, the administration fee was applicable on each violation. However, as a gesture of goodwill, we have refunded one of the transactions to the customer."
