Officers at the border between Spain's Melilla and the Moroccan town of Beni Ansar became suspicious when they saw a man lugging around a large suitcase that was "wriggling", reports Yahoo News.
They opened the luggage to discover a 19-year-old would-be migrant form Mali hiding inside.
According to the Daily Mail, both men have been remanded in police custody until further notice.
The paper adds that tensions at the borders have been high since 14 migrants drowned in Moroccan waters on 6 February while trying to enter Ceuta, a Spanish enclave 360 miles west of Melilla.
