Should retirees have to do voluntary work to earn state pension?

Lord Bichard (pictured), former head of the Benefits Agency, has stunned commentators by insisting that retired people should be forced into doing voluntary work in the community in order to earn their state pension: those who refuse would lose some of their benefits.

But why has he come up with this notion, and could it happen?
