EU fine for home-made-jam makers

The Women's Institute needs to watch its back: the EU is apparently threatening to fine anyone who reuses old jam jars. Jam-makers and home-made-chutney fans who sell or give away their produce at fetes and fayres could be set for a huge fine.

So how can this be right?
