Could Met Office be sued for miserable forecasts?

The owner of one Devon tourist attraction says he is considering suing the Met Office, after miserable weather forecasts kept visitors away. He claimed that talk of a 'chance' of rain, meant people were put off attending the attraction - even when it was enjoying blazing sunshine.

The Met Office has responded that Devon is one of the wettest counties in England, and it isn't responsible for the weather itself. So could they sue?
