Retailers face fines for fleecing suppliers

Supermarkets that give their suppliers - farmers and small-scale producers - a hard time will be publicly named, shamed and fined. That's the hope, at least. The changes emerge from new measures pushed by Business Secretary Vince Cable that give suppliers the right to whistle-blow anonymously.

But will the new measures, to be announced in the Queen's Speech tomorrow, be effective?
