Listed buildings are, according to English Heritage, of "special architectural or historic interest", which means that typically special permission is required for any changes to the buildings.

There are three different grades listed buildings fall under. Grade l buildings are classified as being of "exceptional interest" and only 2.5% of all listed building fall into this category, while Grade ll* buildings are defined as being of more than special interest and of particular importance.
