Can mayor buy teen politeness?

With the world about to descend on London for the Olympics (and the Mayoral elections set to kick off), Mayor Boris Johnson is taking extreme steps to try to improve the manners of London teens on public transport. He has said that youths who are offensive, use threatening behaviour, or refuse to give up their seats for the elderly, pregnant or disabled will lose their right to free travel.

So will hitting teens in their pockets change their behaviour?
