Prudential to leave the UK?

Prudential, the biggest insurer in the UK, says it is considering leaving the UK because of new European laws which will make it harder for insurers to do business. The company said it was looking at its options, but that it wouldn't be making any rash decisions.

So why is it considering a move, and will this open the floodgates?
