Ascot refund for scruffy racegoers

Ascot made a stand against falling sartorial standards on Saturday, by issuing orange stickers to those who failed to adhere to the dress code in its Premier enclosure. Those who showed up without a tie were made to wear the sticker all day, or face a grilling from officials.
Now the racecourse has apologised unreservedly and offered a full refund to those who were caught out by the policy. So why the u-turn, and is this a victim for the consumer or a sign of slipping standards?
