Disabled benefits treble in 20 years

Payments through the Disability Living Allowance have hit £12.6 billion, which constitutes a three-fold rise since it was introduced in 1992. It was always going to be a target for those pushing their luck on benefits, because it pays twice the level of the jobseekers' allowance.
