Ken promises London a 'living rent'

London's 2012 mayor campaign is heating up with Ken Livingstone promising a London "living rent" and new powers to take on rogue letting agencies. Livingstone's election tack is clearly aimed at those Londoners faced with soaring private sector rents. No-one, claims the former London mayor, should have to pay more than one third of their wage on basic accommodation costs.
