Surely the rules are straightforward. If you drive dangerously, if you speed, tailgate, drive while on the phone or without insurance, you will be caught and receive fines and points on your licence. If you are proven to be a regular law breaker, and clock up 12 points on your licence you are disqualified from driving.

However, that's not how it seems to work in practice.
