Councils face huge bill for 'unapproved' mobile CCTV units

Local councils that use mobile CCTV units could potentially be forced to repay thousands of parking tickets after a driver in London successfully appealed his case on a legal technicality.

Nigel Wise was caught by a camera in Richmond-upon-Thames, but proved in court that the mobile unit had not been correctly approved by the Department of Transport and was therefore ineligible to dispense tickets.
