Congestion charge to get major changes by Christmas

London mayor Boris Johnson has finally announced plans to change the system that allows cars to travel through the capital's congestion charge zone for free, while scrapping the western area of the zone and increasing the daily charge to £10.

The system will change from one that allows hybrid and electric cars to claim exemption from the charge to one that rewards vehicles with a low CO2 output.
