A novice driver was caught on camera by another horrified Melbourne motorist driving with his hands behind his head for up to 20 kilometres.

He was spotted on Sunday night on the Frankston freeway and Moorooduc highway.

According to the Daily Mail, it is thought he was using his knees to steer his Mazda 3, which was fitted with P-plates to indicates a probationary licence holder.

The Herald Sun reports that police from the Frankston Highway Patrol charged a 20-year-old Thornbury man with reckless conduct likely to cause serious injury, driving in a manner dangerous and failing to have full and proper control of a motor vehicle.

He was bailed to appear at the Frankston Magistrates' Court on 3 April.
