Who are the credit rating agencies?

Did we need this "reality check", as Chancellor George Osborne put it? Credit rating agency Moody's thought so, snipping the UK's credit outlook to Negative on revived euro-contagion anxiety.

But who exactly are these credit rating agencies? And why is their word so highly valued (and feared), despite all failing to predict the global credit seizure?
