Motorists could be fined for littering from their cars

Car owners could be liable for automatic fines if rubbish is thrown from their cars, even if they were not responsible for the littering in the first place.

The Local Government Association is calling for the closing of a loophole in the law that requires the litterer to be identified before they can be prosecuted. Instead it wants the Government to make the punishment system similar to speeding or flytipping where the registered owner of the car is automatically fined.
